The duct/transfer roller (top) and the one underneath appear slightly smaller in diameter than the others (or could be an optical illusion!) which would enable them to roll over the forme without inking it and at the same time distribute the ink more uniformly on the ink disk. Handy impression regulator and throw-off are easily accessed.
